Include urgency info in Matomo update notification emails #24574

Summary

I'd appreciate it if the automatic "New Matomo version is available" emails Matomo sends to instance superusers included information about the urgency of the update, i.e. whether this update includes an important security fix (and should therefore be installed ASAP) or is a pure feature update (and therefore can wait).

As of now, the contents of the emails look like this:

Subject: New Matomo 5.10.1 is available

Hello,

There is a new version of Matomo available for update

You can update to version 5.10.1 automatically or download the package and install it manually: [link]

https://matomo.org/changelog/matomo-5-10-1/

This doesn't tell me anything about the urgency of the update. I have to click the link to the changelog to see the important bits:

Matomo 5.10.1 is a patch release that delivers important security fixes.

We strongly advise upgrading as soon as possible to benefit from these critical security enhancements and keep your Matomo installation secure.

I'd love it if this information was included directly in the email if applicable. I'd imagine making this change has a good chance of improving the time between distribution of an important security fix and when admins actually perform the update.
